Borrowing & Lending Policies
Borrowing PrivilegesAll currently enrolled University of Scranton students, faculty, administration, staff, alumni, Scranton Preparatory students, and Friends of the Weinberg Memorial Library have borrowing privileges. University students, faculty, staff, and administration are issued picture Royal Cards. Royal Cards are swiped or scanned to charge out books, reserve items, and to use media materials. Lost Royal Cards must be replaced at the Royal Card office but should be reported to the Library to prevent unauthorized use.
Other categories of borrowers must register at the Circulation Desk to obtain a Library card. The first time a user borrows materials, the barcoded ID is activated at the Circulation Desk. Report lost cards immediately, as you would with a credit card, to prevent charges being made against the account.
Reference books, and current and bound periodicals do not circulate. "In-Library use only" materials must be returned to the Reference or Circulation Desk before the Library closes. Most media materials do not circulate and must be used in the viewing/listening area. Music CDs, if not on Reserve, may be charged out for 3 days. Students may make special arrangements to use media in classroom presentations.

Records related to the circulation of library materials which contain the names or other personally identifying details regarding the users of the State Library or any local library which is established or maintained under any law of the Commonwealth or the library of any university, college or educational institution chartered by the Commonwealth or the library of any public school or branch reading room, deposit station or agency operated in connection therewith, shall be confidential and shall not be made available to anyone except by a court order in a criminal proceeding.

Fax ServiceFax service is available at the Circulation Desk on the First Floor. Within the United States, the cost for outgoing fax pages is $1.00 per page; international faxes are $4.00 per page. Incoming faxes are $.50 per page.
Fines for Overdue Books & LaptopsThe fine for overdue books is $.10 per day per item to a maximum of $5.00 per item. The fine for overdue CDs is $1.00 per day. The fine for an overdue laptop is $10.00 per hour, and the fine for an overdue IPad is $20 per day. Avoid fines by renewing items or returning them. Borrowers may renew their own materials (except for Laptops and IPads, which must be renewed in person) through "My Account" in the Library Catalog or the Library Tab on the My.Scranton portal. Books may also be renewed by telephone. Book drops for returns are located on the front of the Circulation Desk. An after-hours book drop is located on the left wall of the Monroe Street lobby. Please do not return IPads or Laptops via a book drop! All materials must be returned and fines settled prior to graduation.
Friends of the LibraryMembership is detailed in a brochure available at the Circulation and Reference Desks. Friends of the Weinberg Memorial Library are entitled to unlimited borrowing privileges, invitations to Library programs and special events, preview of book sales, receipt of "Information Update," the Library newsletter published in the Spring and Fall, special bookplates for any books donated to the collection, and the opportunity to volunteer for work in support of Library programs and services. Friends Student Members are entitled to borrow a total of five (5) books and enjoy the other benefits of membership listed above. Annual membership fees for the Friends are: $10.00 (student membership); $30.00 (individual membership); and $40.00 (family membership). Other special giving categories are available.
Hold RequestsA hold may be placed on a book that is on loan. This prevents the book from being renewed. When the book is returned, a notice is sent to the person who placed the hold to let him/her know that the book is available. Books are held at the Circulation Desk for ten (10) days after their return. If not picked up, the books are returned to the shelves.
Interlibrary LoansAfter checking the Weinberg Memorial Library's holdings and finding that the Library does not own desired materials, University faculty, students, and staff may borrow these materials though Interlibrary Loan (ILL). Other Library users must request ILL from their home libraries. There is no charge for borrowing books or for article delivery. Most article requests are filled within a week, and most book requests are filled within 2-3 weeks, depending on the availability of the material and the accuracy of the request. To request materials, submit an electronic request form using the ILLiad System. Fill in as much information as possible on the form to facilitate processing. Reference Librarians are available to assist Library users in locating all necessary information for completing the form. When the requested item(s) arrive, the borrower receives a notification email. Articles are delivered to the user's ILLiad account with a link to the requested article. The article remains available for 14 days. ILL books are picked up and returned to the Circulation Desk.
Books may also be borrowed through PALCI E-Z Borrow. Direct borrowing from over 65 leading Pennsylvania, New Jersey and West Virginia libraries is available to current University of Scranton students, faculty and staff members through PALCI E-Z Borrow. There is no charge for the service. The form requires your University Royal Number as your Patron ID. Users should check PALCI E-Z Borrow for the desired book before requesting the book in ILLiad.
IPadsUniversity of Scranton students with full borrowing privileges may borrow IPads at the Circulation Desk. IPads circulate for a one day loan period, and must be returned by closing time the day after check-out. IPads may leave the building. Users with delinquent accounts are not permitted to borrow IPads. IPads are limited to one per borrower and are available on a first-come basis. They may not be reserved in advance or recalled from another borrower. IPads must be checked out in person. A valid Royal Card is required to check out an IPad. A use agreement must be read and signed each time an IPad is checked out and the borrowed IPad must be inspected and signed-in upon its return. Renewals are permitted when there is no one waiting. You must bring the IPad back to the Circulation Desk to renew it.
Overdue charges of $20 per day are assessed to the borrower's account if the IPad is not returned on time. The user is responsible for the full replacement value or repair costs if the IPad is damaged, lost or stolen. Damage or loss charges for the IPad (plus a processing fee) will be applied to your University bill. Loss, damage, or defect noted in the IPad must be reported to the Circulation Desk immediately.
IPads must not be left unattended. Our discovery of an unattended University IPad will result in the suspension of IPad borrowing privileges. Please, do not, under any circumstances, leave an IPad or your valuables unattended. You are responsible for the IPad charged out to you. The Library is not responsible for its loss or the loss of your personal possessions.
Laptop ComputersUniversity of Scranton students with full borrowing privileges may borrow laptop computers at the Circulation Desk for in-Library use only. Users with delinquent accounts are not permitted to borrow laptops. Laptops are limited to one per borrower and are available on a first-come basis. They may not be reserved in advance or recalled from another borrower. Laptops must be checked out in person. A valid Royal Card is required to check out laptops. A use agreement must be read and signed each time a laptop is checked out and the borrowed laptop must be inspected and signed-in upon its return.
Laptop computers may be used anywhere in the Library except in the Pro Deo Room and the Quiet Study Room on the Fourth Floor. They may not leave the building. Wireless connections are available on all floors. Headphones must be used for sound files.
The normal loan period is three (3) hours. Laptops will not be circulated one (1) hour before the Library closes. End-of-the-day loans must be returned 30 minutes before closing. Renewals are permitted when there is no one waiting. You must bring the laptop back to the Circulation Desk to renew it.
Software available on the Library laptops includes the MS Office Suite (Access, Excel, PowerPoint and Word), Internet Explorer, Thunderbird and PowerTerm. Personal software may not be loaded onto the laptop. Any user file on the hard drive is automatically deleted when the machine is shut down. Be sure to save your work to a USB Flash drive or to email your work to yourself. Library Systems staff members (570-941-6135) or Technology Support Center staff members (570-941-4357) are available to answer questions.

Unless a hold is pending, a borrower may renew books in person at the Circulation Desk by showing his/her RoyalCard, by telephone (570-941-7524), or via My Account in the Library Catalog or on the My.Scranton Library tab.The Loan Period for graduate students, adjunct faculty and staff is the semester term. Faculty loan period is for the academic year.
The loan period for IPads is one day. To renew an IPad, it must be brought to the Circulation Desk. Renewals of IPads are not permitted if another borrower is waiting.
The loan period for laptop computers is three (3) hours. To renew a laptop, it must be brought to the Circulation Desk. Renewals of laptops are not permitted if another borrower is waiting.
Media Resources materials may be borrowed by faculty and staff for a period of seven (7) days. Music CDs may be borrowed by students, faculty and staff for a period of three (3) days. EDLAB materials may be borrowed for five (5) days.
Reference books, and current and bound periodicals do not circulate outside the Library building.
